That comment has some other info that I might skip here. I answered a question about latency a while back here. I wrote a more thorough response below, but it turned into a bit of a rant. Set your audio device to ASIO4ALL, and play with/lower the buffer length until you get a decently low latency (<25ms) and don't experience buffer underruns/audio glitches. Jamming in FL is likely a more convenient/flexible option. In short, if everything else is equal, latency will differ by maybe a few ms, depending on what plugins are active on your mixer.
